I see IKEA has been selling circus type stuffed animas. We bought the circus tent there and the girls love it! It's really only big enough for 2 or 3 kids or it would get really cramped.

I made a train cake for DS for his birthday --- you could make it a circus train cake with animal crackers/frosted animal cookies.
There is a picture of it in the picture section of this site.

We did that for Josefine's 2nd birthday. I made cupcakes that looked like lions, poodles, monkeys, clowns and the centerpiece cake was a bear with a tutu.
I had crafts from Oriental Trading that was carnival themed.

You could buy those orange circus peanuts and cotton candy too!
Do a bean bag toss or whiffle ball toss, the toss the ring on the bottle game for "carnival games". And of course a pin the tail on whatever circus animal you choose.

I would check out Pinterest for some ideas, they usually have some good concepts. You could do the "drop a clothes pin in a bottle" game; maybe have a really low 2x4 or long piece of wood "balance beam"-type thing for them to walk on (for doing the tight rope); see if you could rent/borrow a popcorn machine or a cotton candy machine; have the kids go through an obstacle course (like duck through hoops and climb over stuff) as if they were the tigers doing their circus act ... hmm OK those are all of my ideas!!

Your hubby could be a ring master... could do three ring circus games.... or a scavenger hunt with circus clues... cotton candy, circus peanuts, icees, and pizza or a make your own clown pizza with pepperoni and olives etc.

You could make a circus tent with the large cupcake pan. I know I saw it on the Wilton website.
Animal crackers for all the animals?
I'd bet pinterest has a lot of ideas.
